The "neo Geisha" look is very simple to achieve.  It uses artistic contrast in the extreme, and really makes the eyes stand out, without actually using alot of shadow.  It's a great look for people who like to dance until they sweat because these colors are easily available waterproof.  There are even zinc oxide creams available in these colors in some surf shops.
Here are the two basic palettes for the neo Geisha look for cools and warms.  The cool colors are black and true red.  Make sure not to get a red that is too coral or orange tinted if you have cool colored skin.

For warms, there is deep dark brown and brick red.

You may use other color combinations.
Some people with cool medium to light skin may go for a combination of dark blue and rose, for instance.  Just make sure there is a stark but compatible contrast.

For all complexions, this is a straight up carbon black eyeshadow.
This versatile cream palette is great for people with mixed or variable skin tones, and can be used anywhere on the face.
MAC Femme Noir shadow isn't quite carbon black.  It's more black like an old film, so it looks nice on warm complexions.

How To 

......
First, make a somewhat narrow line of red on the upper lid.  If you want a softer look, use a powder shadow.  For a more striking look, use a cream or watercolor technique.
Then make a thin line of black overlapping the red, at the edge of the upper and then lower lid.
If you like it, leave it, but if you want it to look a bit softer, then smudge it, but not too much.
